The Management and Development Plan (SAD): to maintain our quality of life

The key mandate of the MRC is the Development Plan.

The overall objective of the MRC de La Vallée-de-la-Gatineau’s plan is to maintain the quality of life that characterizes our rural area. The plan establishes several basic conditions in regards to territorial development based on the best interest of the people yet within the confines of government guidelines, of planning and sustainable development.

The plan outlines the guidelines that categorize land usage for development projects while other areas are restricted for specific vocations. These aims and vocations are reflected in the allocations of the territory. The management and development plan also identifies areas of constraints on land use, interest areas, as well as equipment and infrastructures at an inter-municipal and regional level.

The plans and planning regulations of the municipalities of the MRC should incorporate these elements.

Revision of the plan

Revision of the management and development plan is prescribed by the Loi sur l’aménagement et l’urbanisme. The process of reviewing our plan reflects new concerns in management and development of planning our territory, and new regional issues emerged since the previous plan was enforced.

The revised plan consists of 4 parts:

  1. The “plan” texts
  2. The complementary document inserted with the plan and inclusion of the minimum standards, to be respected by municipalities in their regulations;
  3. A plan of action (follow the plan);
  4. Synthesis chart and thematic chart

Guiding lines

In the context of a review of the development plan, new development orientations are overseen by four guiding principles. These guiding principles are:

  • Ensuring the optimal use of opportunities and potential of the territory in a sustainable way;
  • To stimulate economic development by focusing on the territory’s real potential to ensure economic diversification;
  • Enhance and maintain the quality of the environment and resources in a sustainable development perspective;
  • Reaffirm the importance of the regional urban area of Maniwaki, Egan-Sud and Déléage.

Management and development of our territory are the new development guidelines of the MRC La Vallée-de-la-Gatineau and reflect our common vision. These guidelines are:

  • Management of urbanization;
  • Industrial development;
  • Forest management;
  • Agriculture and rural community management;
  • Resorts;
  • Tourism and recreation;
  • Areas (land) of interest;
  • Restricted zones;
  • Organization and planning of land transport.
