Municipal Court

In 2016, the MRC de La Vallée-de-la-Gatineau established a municipal court to offer citizens an efficient and accessible judicial system within their immediate region.

The MRC de La Vallée-de-la-Gatineau became affiliated with the MRC des Collines-de-l'Outaouais’ municipal court by means of an agreement that entrusts the court with the administration of the municipal judicial system.

The municipal court administrates:

  • Traffic and parking infractions through the court system;
  • Ensures the registration of civil cases;
  • Offers customer service at the counter, by telephone and, correspondence with various stakeholders, both within and outside the court system;
  • Court hearings by preparing the roll call , organizing the court calendar, drafting the minutes and transcribing “hearing” notes;
  • Custody, and management of all court records in compliance with the Act;
  • The enforcement of judgments rendered by the court.

The clerk is an officer of the court and performs his duties under the supervision of the municipal judge.

The clerk administers oaths to swear in witnesses and /or receives solemn affirmations, issues summonses, authorizes special services, assists the judge in meetings, verifies and approves judicial fees, including the bailiffs' accounts.

In addition to these functions the court clerk may be appointed by the Minister of Justice to act as a collector of fines, giving him the powers provided for in the Code of Criminal Procedure (RSQ, c. C-25-1) with respect to the enforcement of judgments and the collection of fines. The Minister may also appoint him to act as a Justice of The Peace. Its powers are then provided for in the decree appointing it. His primary responsibility is rendering default judgments in criminal cases.

Finally, the role of the municipal court clerk is to administer the budget of the court and the court personnel, as well as to act as a liaison officer between the various parties involved, namely judges, police officers, lawyers, bailiffs and the clientele of the municipal court.

Presently the municipal court of the MRC des Collines-de-l'Outaouais administers all the offenses issued by the Public Security forces, on their territory, as well as the tickets issued by the Sûreté du Québec on unnumbered roads in the territory of the MRC de La Vallée-de-la-Gatineau.

The Court also deals with reports of offenses issued under the Highway Safety Code and the Off-Highway Vehicles Act for and on behalf of the Director of Criminal and Penal Prosecutions on the numbered roads in the territory of the two MRCs.

Court Calendar

The Court sits several times a year on predetermined dates. The first court hearings, in the territory of the MRC de La Vallée-de-la-Gatineau, will be held in 2017.
