Self Employment Support Program

Would you like to start a business or become self-employed? You could be eligible for the Support for Self-Employment measure, which provides assistance to develop a business plan or create your own job.

Who is eligible?

  • Employment Insurance recipients.
  • Persons receiving benefits under a last-resort financial assistance program.
  • Persons not receiving government income support.
  • Persons who have precarious employment.


  • The project you present must be viable.
  • The assistance provided for the project must not result in the project creating unfair competition to similar, already-established businesses.
  • You must fit the entrepreneur profile and have experience or skills related to the project.
  • You must have been discharged with respect to any bankruptcy and not be involved in a lawsuit or any other legal dispute.
  • You must contribute financially to the project. The contribution must equal at least 15% of the financial assistance provided to you. Note that you may provide the contribution in monetary form or as tools, premises, equipment, etc.
  • You must agree to work on the project for at least 35 hours a week.

To apply

You must first meet with an assistance officer at your local employment centre in Maniwaki to assess your needs. The assessment will make it possible to determine whether the Support for Self-Employment measure is the best way to help you find a job.

You will then be directed to our agent at the MRC for an assessment of your entrepreneurial potential. You will be required to provide a summarized version of your business plan.

If accepted, you will have access to technical support for 8 to 12 weeks in order to prepare your business plan. You could also receive financial assistance during this period. The business plan will be assessed by a selection committee, which will send you its decision in writing.

If your business plan is accepted, you will be able to carry out your project and continue to receive any technical and financial support already granted. Financial assistance is provided for a maximum of 52 weeks. After that period, mentoring will remain available to you an additional year.
